Key regional industrial development institution helps Sverdlovsk manufacturers attract over 57 billion rubles

"The priorities are high-tech development and import substitution, modernization of production facilities and the launch of new lines. The Industrial Technology Development Fund of Sverdlovsk Oblast provides significant support to enterprises. Over 10 years, it has helped regional enterprises implement 129 projects, providing preferential five-year loans totaling over 57 billion rubles together with the federal Industrial Development Fund. As of the end of 2025, our region was among the top 3 Russian regions in terms of this type of support," Denis Pasler wrote on his social media.
In addition, within the framework of the federal project "Labor Productivity" of the national project "Efficient and Competitive Economy," the regional Fund provides expert assistance to more than 350 enterprises in the region. On average, output on the pilot flow of participating enterprises increases by one and a half times.
"The Industrial Technology Development Fund of Sverdlovsk Oblast contributes to increasing the share of production in the regional economy: we improve the efficiency of enterprises, help increase capacity and retool existing companies, as well as create new production sites," the governor emphasized.
One of the recipients of comprehensive support from the ITDF is the Medical Technology Plant in Kamensk-Uralsky, which is among the top three largest Russian manufacturers of disposable medical products.
The enterprise has successfully implemented a labor productivity improvement project, which made it possible to effectively increase production volumes during the pandemic. It also received a loan of 100 million rubles to organize import-substituting production of venous blood collection systems. This allowed the company to increase production of disposable clothing and linen by 30%, and the output of vacuum blood collection tubes by 82%. Last year, JSC "ZMT" successfully registered its laboratory diagnostic products in the Republic of Uzbekistan.
First Deputy Governor of Sverdlovsk Oblast — Minister of Industry and Science Alexey Shmykov inspected the enterprise's production facilities and approved the presented development strategy.
"Nikolay Polyakov, General Director of the Medical Technology Plant, joined the national project 'Labor Productivity' already having significant development experience: a second site had been built, the product range was expanding, but growth potential remained. The program's effectiveness exceeded expectations. In 2025, the plant produced 99 million blood collection tubes. The ongoing modernization will make it possible to expand capacity for manufacturing disposable medical products from nonwoven materials. This is a clear example of how Ural industrialists are strengthening the country's technological sovereignty and expanding the presence of Russian products in international markets," Alexey Shmykov emphasized.
The Investment Attraction Agency of Sverdlovsk Oblast works closely with the Industrial Development Fund, helping regional enterprises use available preferential financing instruments to launch and expand production. The Agency's specialists support investors at various stages of project implementation, assist in selecting suitable support measures and preparing projects to attract financing. Such cooperation makes it possible to comprehensively address business needs and create conditions for the implementation of new industrial projects in the region.
