Russian Minister of Economic Development Maxim Reshetnikov discussed reducing industrial construction timelines in Yekaterinburg

"Over the five years of implementing the 'Reengineering of Industrial Construction Rules' initiative, the time required to complete all procedures that shape the investor's client journey has decreased by 26.3%, or 533 days. By 2030, the investment and construction cycle for industrial facilities is planned to be reduced to 40 months, or 1,214 days. In 2020, it averaged 66.5 months, or 2,024 days," noted Maxim Reshetnikov.
During the meeting, Sverdlovsk entrepreneurs proposed increasing the size of facilities for which project expertise is not required, simplifying construction on the territories of existing enterprises, optimizing technical requirements in the oil and gas industry, and updating standards for the use of polymer-reinforced pipes. Businesses also proposed creating a mechanism for relocating ownerless utility networks fr om investment sites and changing the procedure for connecting non-public railway tracks to Russian Railways infrastructure.
Representatives of relevant agencies — the Ministry of Construction, Ministry of Industry and Trade, Ministry of Natural Resources, Ministry of Energy, Ministry of Transport, Rostekhnadzor, and Rosreestr — provided comments on each of the presented initiatives. If assessed positively, they will be included in the updated roadmap.
Deputy Governor of Sverdlovsk Oblast Dmitry Ionin noted that the region is interested in further reducing the timelines for implementing industrial investment projects. "The shorter the industrial construction timelines, the faster new production facilities will be launched and investment projects implemented. For Sverdlovsk Oblast, it is important that regulatory procedures are clear and consistent, and that enterprises can move more quickly from making an investment decision to construction and product output. We are ready to work together with colleagues and businesses to find such solutions and submit proposals for regulatory changes at the federal level," said Dmitry Ionin.
Maxim Reshetnikov noted that over the past two years, federal and regional competence centers have implemented 124 projects in lean manufacturing, automation, and robotization. Thirty-five projects relate directly to industrial construction. The average economic effect for enterprises amounted to 22 million rubles, and output increased by almost 1.5 times. He also reminded attendees of the President's directive to launch a new investment cycle.
"Its task is to ensure clear and predictable conditions, increase returns on investment, which is especially critical for industry, wh ere projects are typically long-term, expensive, and high-tech. The reengineering work conducted since 2021 under the 'Business Climate Transformation' mechanism is aimed precisely at achieving this goal," said Maxim Reshetnikov.
In addition, meeting participants reviewed proposals to reduce administrative barriers. In particular, the application of the "one-stop shop" principle, which allows environmental expertise and project documentation expertise to be conducted in parallel. This reduces procedure timelines to 60 days. A urban development plan for a land plot can be obtained as part of the auction documentation for a land plot put up for tender. This approach reduces the procedure timeline by 21 days.
As part of his working trip to Sverdlovsk Oblast, the federal minister also visited the Ural Turbine Plant and Ural Locomotives. At the Ural Turbine Plant, Maxim Reshetnikov paid special attention to labor productivity and efficient process organization, which make it possible to free up reserves and direct them toward business development. This is a fundamentally different approach to management — aimed not at short-term results, but at forward-looking, sustainable development.
The Ural Turbine Plant and Ural Locomotives were among the key enterprises featured at the Sverdlovsk Oblast stand at the INNOPROM-2026 International Industrial Trade Fair. The exhibition display of enterprises showcasing the region's industrial and technological potential was organized by the Sverdlovsk Oblast Investment Attraction Agency.
