Sverdlovsk Oblast is building up its expertise in the production of import-substituting metal-cutting tools with state support

“The Governor, Denis Pasler, earlier announced the launch of a new industrial section for manufacturing drills, milling cutters, and special tools at Insistens in 2026. Investments in creating this production section amounted to about 135 million rubles. Of this, more than 100 million rubles were provided by the federal Industrial Development Fund under the ‘Development Projects’ program. In March, the company received another loan under this program. Its amount was 231 million rubles, and in total, Insistens will allocate about 290 million rubles to expand the production of metal-cutting tools. Thus, thanks to federal support, the enterprise is implementing two large-scale projects,” Alexei Shmykov said.
The Ural company’s work is aimed at supplying not only regional but also Russian machine-building enterprises with high-quality tools and replacing foreign manufacturers that have left the market.
The enterprise operates using modern equipment and continually improves its processes as part of the “Labor Productivity” project.
As a reminder, to launch the new production of drills, milling cutters, and special tools, Insistens acquired grinding machines and auxiliary equipment: high-precision filtration units with coolers, measuring instruments, an oil mist collector, and more. This made it possible not only to increase the output of existing products but also to master the production of new items such as micro-drills, extra-long drills, tools for composites, and complex reamers. The launch of the new site, once it reaches its design capacity, will increase product output by 30% — up to 220,000 tool units per year.
The project of the Insistens group of companies to develop the production of metal-cutting tools, tooling, and equipment is being supported by the Investment Promotion Agency of Sverdlovsk Oblast.
The project is scheduled for completion by 2029 — as a result, the volume of import-substituting products will increase.
