Sverdlovsk Oblast maintains its status as one of Russia’s leading industrial, educational, and scientific centers

Experts assessed the achievements of the Middle Urals following the results of 2025. On June 16, Sverdlovsk Oblast Governor Denis Pasler presented the regional government’s performance results to the deputies of the Legislative Assembly.

Director of the Institute of Economics of the Ural Branch of the Russian Academy of Sciences (UrB RAS), Doctor of Economic Sciences Yulia Lavrikova:

“Governor Denis Vladimirovich Pasler announced a significant achievement of Sverdlovsk Oblast — we have entered the top five in terms of socio-economic development among Russia’s regions, and we are the only region of the Ural Federal District in this top five. Despite certain problems in the development of the metallurgical industry in 2025, overall industrial production growth from 2022 to 2025 reached 112%. The dynamics of accumulated investments over this period averaged 141.5%. These are among the best indicators in the Russian Federation. This growth was accompanied by specific projects that will bring our technologies to an advanced level in line with the objectives of leadership and technological sovereignty set by the President of the Russian Federation. Denis Vladimirovich highlighted the industries that showed the strongest dynamics: the electronics industry, the production of pharmaceuticals and medicines, the production of computer equipment, and, of course, the chemical industry. The region is pursuing a highly active investment policy, creating growth points that make Sverdlovsk Oblast attractive in economic and human resource terms for the entire country. At the same time, we see that tremendous attention is being paid to the improvement of territories, including remote ones. We hope that this policy will lead to people taking pride in their place of residence and continuing to build the economy of their municipalities and the region.”

Rector of the Ural Federal University Ilya Obabkov:

“Thanks to the coordinated work of the university, the scientific community, and the regional authorities, Sverdlovsk Oblast confidently maintains its status as one of Russia’s leading educational and scientific centers. UrFU, as one of the country’s flagship universities, has been consistently building up intellectual potential, implementing mechanisms to support young talent, and carrying out the transfer of advanced scientific developments, thanks to the support of the Governor and member of our Supervisory Board Denis Pasler. Together, we are creating conditions for the commercialization of R&D results and the implementation of end-to-end internship and graduate employment programs — from fundamental research to implementation in production. UrFU students and young scientists demonstrate high performance in national projects, win grant competitions, and launch startups. Their direct contribution to the country’s technological sovereignty is not a coincidence but a logical result of the systemic youth policy built at the regional level with the active support of its head. Among the forward-looking tasks are the development of campus infrastructure, the expansion of scientific collaborations with leading centers, and the strengthening of cooperation with industrial partners. The implementation of these projects will allow the Middle Urals to retain its status as a center for training highly qualified personnel for the entire country.”

Senator of the Russian Federation from Sverdlovsk Oblast, member of the Federation Council Committee on Defense and Security Viktor Sheptiy:

“The Governor’s report on the government’s work for 2025 was Denis Vladimirovich’s first as head of the region, and the indicators discussed today reflect the results of the new team’s work. 2025 was a difficult year: sanctions pressure intensified, and additional measures were required to support the defense-industrial complex and fulfill the tasks of the special military operation. The Urals took and continues to take the most active part here. As the Governor noted, the indicators that generally characterize the region’s economy remain positive. Sverdlovsk Oblast is among the country’s five strongest economies. In addition to macro indicators, we heard today about concrete achievements in the social sphere and infrastructure development. More than three million square meters of housing have been commissioned, the provision of housing for orphans and the resettlement of dilapidated housing continue. There are results that are particularly noticeable to people: the renewal of public transport, the purchase of new trams and trolleybuses. Design work has already begun on a new metro line in Yekaterinburg. The deputy corps, which will soon pass a law on calling the elections of deputies to the Legislative Assembly, will certainly view the presented report as an important benchmark for further work. It is precisely from this practical standpoint, in my view, that the Governor’s speech today should be perceived.”

Chairman of “Soyuzmoloko-Ural,” Deputy of the Legislative Assembly of Sverdlovsk Oblast Grigory Bacherikov:

“The speech by Sverdlovsk Oblast Governor Denis Pasler with the report on work for 2025 has once again shown that much has been done, and even more remains to be done in the coming years. We understand that the development of the region’s agro-industrial sector has been and remains a priority. Thus, despite a reduction in federal funding for agricultural support in 2025, these expenses were compensated from the regional budget. The Governor sets ambitious goals for farmers to develop the industry, including producing one million tons of milk per year by 2030. Our enterprises are also ready to increase milk processing capacities, work for the benefit of our native region, and fulfill the tasks set by Governor Denis Pasler.”

Chief Physician of the Regional Children’s Clinical Hospital Oleg Averyanov:

“As a specialist working in the field of child healthcare, I am very pleased with the attention the head of our region pays to the introduction of new technologies. Today we are at a qualitatively new stage: modern 24/7 diagnostic methods help specialists prescribe therapy to patients more rationally and precisely, depending on the results obtained. The region is creating all conditions to ensure that a child, regardless of whether they live in Yekaterinburg or a small town of the oblast, can receive care using the most relevant medical technologies and telemedicine. A good example of using digital services to support young patients was the introduction of a unique telemedicine project for remote medical support of children with the onset of diabetes mellitus — the ‘Cloud of Support.’ All this is no longer the future but our everyday practice. This is an investment in the health of an entire generation, and this is very important.”

Director of School No. 43 in Yekaterinburg, SMO veteran Vladimir Sterkhov:

“Special attention should be paid to the fact that the comprehensive set of support measures for fighters and their families, including financial assistance, medical care, social support, and employment assistance, has been singled out as a separate priority block. This allows for the prompt resolution of the most pressing issues and, most importantly, creates reliable guarantees for everyone defending the interests of the region and the state. I express my gratitude to the Government of Sverdlovsk Oblast for its systematic approach to supporting SMO participants. Today, the priority tasks are the full rehabilitation and social adaptation of servicemen returning from the front.”
